The Joint Committee of JCM considered development framework in Thailand



On June 26th, 2023, Department of Industrial Works (DIW) participated in the 2nd meeting of the Joint Committee from the Thai side of the Joint Crediting Mechanism (JCM), together with representatives from the Ministry of Natural Resources and Environment (MNRE), Office of Natural Resources and Environmental Policy and Planning (ONEP), Department of Alternative Energy Development and Efficiency (DEDE), The Federation of Thai Industries (FTI), and Thailand Greenhouse Gas Management Organization (TGO).


In the meeting, the committee discussed five main issues as follows:

  1. The Draft of Bilateral Cooperation on the Joint Credit Mechanism, Revised Version

  2. Framework for JCM project management (for 51 projects under implementation and new projects)

  3. Procedures for JCM Project Development based on "Thailand’s Carbon Credit Management Guideline and Mechanism" and "Article 6 of the Paris Agreement".

  4. Consideration of the new methodologies for Energy Efficiency Project Development which were proposed by Japan, i.e., (1) Energy Saving by Introduction of High Efficiency Inverter Type Centrifugal Chiller (PM 023), and (2) Energy Saving by Introduction of High Efficiency Non-Inverter Type Centrifugal Chiller (PM024).

  5. Agree to designate the Korean Standards Association as a Third-Party Entity (TPE).


The Joint Committee expected that the JCM Mechanism would be one of the methods to encourage investment in technology for GHG reduction Emission from the Industrial sector as well as support Thailand's Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS).
