The Cabinet approved the establishment of a one-stop service center to obtain permits for solar power generation.



The Law Development Committee for Ease of Doing Business has proposed simplifying the process for obtaining permits to generate electricity from solar power by establishing a one-stop service center. This aims to provide convenience for operators and reduce the costs associated with applying for electricity generation permits. The Cabinet approved this proposal on March 27, 2025, and assigned relevant agencies to expedite the implementation as follows [1]:


  • Office of the energy regulatory commission (OERC): Establishing of One-Stop Service for receiving applications, considering, and issuing licenses related to solar power generation.

  • The Electricity Generating Authority of Thailand (EGAT), the Metropolitan Electricity Authority (MEA), and the Provincial Electricity Authority (PEA): Inspecting grid connection systems to be used in the consideration for issuing licenses and other related permits.

  • The Department of Industrial Works (DIW): Considering the cancellation of the factory business license (Ror.Ngor. 4) No. 88 (1) to stipulate that all types & sizes of solar power generation are not classified as factory.

  • The Department of Alternative Energy Development and Efficiency (DEDE): Considering the cancellation of the Regulated energy production license (Por. Kor. 2) for all solar power generation with a capacity of 200 kilovolt-amperes or more


As Thailand has a plan to increase electricity generation from clean energy, with the highest proportion targeted from solar power. However, the current process of obtaining permits is an obstacle for power producers. This is due to the requirement to obtain permits from six relevant government agencies, leading to redundancy for operators and a processing time exceeding 180 days. The relevant agencies considered reducing these procedures to facilitate operators and support power generation from clean energy [1] [2].
