The Minister of Natural Resources and Environment has instructed all agencies to accelerate greenhouse gas reduction in line with the 2030 framework.


The National Committee on Climate Change Policy (NCCC) held its 1/2567 (2024) meeting chaired by Police General Patcharawat Wongsuwan, Deputy Prime Minister and Minister of Natural Resources and Environment (MNRE) on May 21, 2024 and approved for principle of the Draft Nationally Determined Contribution (NDC) Action Plan on Mitigation 2021 – 2030, which MNRE is assigned to submit to the Office of the National Economic and Social Development Council (NESDC) for consideration as 3rd level national plans to be submitted to the Cabinet. In the meeting, NCCC also approved for 

 

  1. The Draft Report on Monitoring and Evaluation of Greenhouse Gas Emissions Reduction from Sectoral Measures 2021, which shows Thailand's progress in reducing greenhouse gas emissions in 2021 by a total of 60.33 million tonnes of carbon dioxide equivalent (MtCO2eq) out of a target of approximately 184.8 MtCO2eq in 2030 (without additional measures). The Department of Climate Change and Environment (DCCE) is assigned to use this information to prepare the first Biennial Transparency Report (BTR).

  2. Principle of the Draft Letter of Agreement and Project Document for the Preparation of the First Biennial Transparency Report (BTR1), to be submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) by December 31, 2024. and Fifth National Communication together with the Second Biennial Transparency Report (NC5/BTR2) to be submitted to the Cabinet for approval.

  3. Principle of the Draft Letter of Agreement for the Project to Promote Energy-Efficient and Environmentally Friendly Housing in Thailand which the National Housing Authority is assigned to submit the document to the Cabinet for approval in accordance with the prescribed procedures.

  4. The Draft Framework for Considering Requests for International Financial Support for Climate Change in Thailand.

  5. Draft Procedures for Considering Proposals for Climate Change Projects in Thailand to Request Financial Support from the Green Climate Fund (GCF) for the benefit of all sectors in accessing international funding sources, particularly the GCF, for greenhouse gas reduction and climate change adaptation. The DCCE is assigned to publish this document to the public. [1]


In the beginning, NDC Roadmap on Mitigation 2021-2030 in Thailand and the Draft Action Plan to support NDC Roadmap 2021-2030 were initially developed by The Office of Natural Resources and Environmental Policy and Planning (ONEP), then NCCC approved for the Draft NDC Roadmap Supportive Action Plan 2021-2030 on April 20, 2018, and the Draft Sectoral Action Plans for Greenhouse Gas Reduction 2021-2030, including (1) Energy Sector by Assigned to the Energy Policy and Planning Office, Ministry of Energy, (2) Transport Sector by the Office of Transport and Traffic Policy and Planning, Ministry of Transport, (3) Industrial Processes and Product Use Sector including Industrial Wastewater by the Department of Industrial Works, Ministry of Industry and (4) Waste Management Sector by the Pollution Control Department, MNRE on November 19, 2018.

 

After that ONEP submitted 2 Drafts to NESDC for their consideration, and then combined 2 Drafts together, revised and renamed to Draft Nationally Determined Contribution (NDC) Action Plan on Mitigation 2021 – 2030 as per instruction given by the NESDC, in accordance with its resolution of the  Subcommittee Meeting on Creating Growth on Quality of Life that is Friendly to the Environment 2/2563 (2020) under the National Economic and Social Development Board on February 13, 2020.

 

Thailand submitted its 2nd Updated NDC to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) on November 2, 2022 and committed its target of 20% to 30% from the projected business-as-usual (BAU) level by 2030 and from 25% to 40% with international support.

 

DCCE revised the NDC Action Plan on Mitigation 2021 – 2030 in order to achieve the targets set out in the 2nd Updated NDC. [2]
